Just today a friend jumped in and she couldn't get the seatbelt to click and lock in place. I tried all I could think of but can't figure it out. I took a "little old lady" to church this morning and she didn't say anything and I took a little old man shopping on Friday and the belt was fine.

Any hints?

Front seat or back seat?

Front Passenger.

First guess would be that the belt has been reversed, though I suspect it should still work in this case. Possibly something has become lodged in there (eg. coin) or the mechanism might be jammed? I'm sure you've already done this but maybe have a bit of a poke around in the buckle with something thin, possibly the locking bit is just stuck.

Picked up a 2nd hand bit for $15 ..... now how the hell do I fit it LoL .... it looks like it's attached to the seat so does the seat need to come out?

Yep, attached to seat. Slide seat back, undo 2 front nuts, slide seat forward, undo rear ones. Tip the seat forward (lift from the back) until you can get a ring spanner or socket in there to undo that big bolt.
