this is about my brothers TJ sometimes on cold starts it will stall strait away and he needs to rev its tits off to keep it from stalling, if it does stall it will just turn over after the first attempt with no spark, so then i disconnect the battery and do it back up and its sweet, i guess its obviously ecu related how can this be fixed ??

Possibly battery related, ie. low voltage triggers ECU to kill spark. I'd check battery age/performance etc. before targeting the ECU.

I had this - new battery fixed it - can you get another one off a mate to swap for a test?

I am not very knowledgeable on this subject, but would it maybe have something to do with the MAF? Unplug it (the thing behind the air snorkel) and see if it runs better on cold starts.

ive ran my te with no MAF and it ran like shit

AFAIK unplugging the MAF causes the ECU to run with default air flow/temp/etc. reading. My experience is it runs kinda ok, but economy is totally sh#*house. When my MAF died the car started fine and idled with no problems, presumably since airflow at idle is not a big factor. Once the throttle was opened a bit the engine would stagger and sometimes stall. The immediate stalling-after-starting thing is very commonly a low battery voltage thing as previously mentioned, I would guess that revving its tits off after starting pushes enough juice through the alternator to raise the voltage. Battery check is easy and would be the first thing to eliminate, IMO.
