2) usb for music
3) steering wheel controller input
4) ability to wire up a 4 channel amp

Double or single din?

Id go pioneer or eclipse personally, and just make sure you get something with a 4volt preouts and youll be fine

I have and highly recommend the kenwood KDC-U7056BT (http://www.kenwood.com/au/car/receiver/kdc-u7056bt/)
It has all the features you mentioned, high/low pass filters, time delay, eqaulizer, 3 RCA outputs etc etc
It also looks nice and subtle unlike most head units (at least cheaper ones) which seem to be designed to look like you are in a spaceship.
Also the head unit lighting is adjustable, and I got it to be fairly close to the climate control lights.

It costs under $200 so it is fairly cheap too.
