Get someone to start the car and listen to the fuel pump...(its near the fuel tank) you should hear like a soft hum/buzz type thing...

Pretty sure the correct way to test a fuel pump is to pull off the fuel line from the engine at a convinient place. then using an ice cream bucket, turn the key into the on position and let it pump fuel through the line into the bucket. basically measure how much fuel is pumped in a certain time. Any mechanic should be able to look up if your flow is good.
Make sure your car is not hot while you're doing this.
Check (as stated above) that the pump is actually making noise, as it might have a blown fuse or something.
Also remember that if your car was running recently that there may be high pressure fuel in the line you are disconnecting. If you're unsure if there's pressure, make sure you wear safety glasses/goggles.
Forgetting about the fuel pump for a minute, have you run the car on petrol recently? Just wondering if your fuel has gone stale, or absorbed moisture.
Hope this helps.. cheers,
