sand it right back to the plastic.....
then try to get it as smooth as u can with a fine sand paper.....
Give it a couple coats of plastic primer..allow them to dry.
use a whole can of Spray Putty over the whole bumper...follow directions should be 24hrs drying time....
then get a really really fine sand paper and sand the now dry spray putty to a smooth finish....wipe off all the excess dust.
Do another 2-3coats of plastic-primer. let em dry....sand it as smooth as u can then its ready to paint.

Preparation is the most important part to painting....if your prep sux, the end result is gonna look ****, try to get it as smooth as u possibly anything scratches/dents u can see while its still in the preparation stage will show once u paint it.

Just rub back the paint with wet and dry paper and a little bit of thinners and water, the bumpers may be hard to find at a wreckers but why bother with them, just get reproduction bumpers which are identical to the factory ones and are only $90

Good idea to apply a very fine mist of a matt black over the spray putty as a guise coat prior to sanding. Makes any deep scratches you may have missed stand out when you start sanding and you know when you've done the whole area that needs sanding.

i was told buy a guy that works for the touchup guy's
to use dulux plastic primer
also as MOGWA Skyline said "Good idea to apply a very fine mist of a matt black over the spray putty as a guise coat prior to sanding. Makes any deep scratches you may have missed stand out when you start sanding and you know when you've done the whole area that needs sanding."
make sure your using an acrylic paint
and also before any paint/primer is sprayed rub ob metho and rub it off
do this about 3-5 times as tar silicone and wax will be on the bumper
