Ok if i was to get my engine all decompressed would it be bad to drive it round while there was no turbo on it ?? or just wait till the turbo is goin to be put on before putting the new engine in?

ok here comes a big fat silly question.. what do you mean decompressed? do you mean have the compression ratio lowered??
if so then i am guessing that if you drive it around without a turbo your gonna have stuff all power??
de-compressed,
so yes lowered the ratio of compression

I dont think you will do any damage but you will loose alot of power and have to retune an ecu to cope (i would assume i would need a piggy back at least for this) then retune when you bolt ur turbo on.
Honestly leave it till you do the conversion.
sorry no piggy back.... hehe
i got a full replacement goin in in a couple of weeks
i think i might just leave it till i get it all together and ready

wait till you are bolting on all the turbo gear.
You won't have the power otherwise & you will save time & possibly money in all the re-tunes.
