whats the best way to increase the red line and power spread to much higher rpm in an engine? i thought of a few ways, lighter weighted internals and cam timings, any other ideas?

Cams are probably the most common way to shift the "power curve" to higher in the rev range. Any given cam profile (exluding Variable Valve timing technology) is only 'perfect' and a single RPM. Most aftermarket cams are designed to increase the power output at higher revs - in doing so, somewhat sacrificing low RPM power.
Another option is tuning with a piggyback ECU or full replacement ECU. I remember reading EGO comment that after fitting a Haltech piggyback ECU - his car kept making good power alot higher in the rev range than previously.
Replacing engine internals with balanced / lightweight parts is a very expensive excersize - usually reserved for motorsport applications.

did that extend his redline or just push power up into RPM that wouldnt normally have as much power?

Just moved his curve. The Haltech didn't reduce or streamline any reciprocating mass.
You can get pistons with small side skirts for reduced frictions, balance your pistons and rods. Knife edge, drill and balance the crank. Electric water pump. Light weight cam gears and pulleys. Sodium filled valves. That should break your budget nicely.

eletric water pumps will not make any differance your just increasing the load on the altinator

electric water pump 70-80w
It takes anywhere from 15-20% of an engines total horsepower to drive a stock waterpump at high engine speeds.
thats a fair difference on engine load.
Using the EWP (electric water pump) Controller gives you the ability to adjust engine temperature based on your needs -hotter for greater fuel economy and reduced emissions, and cooler for increased power.
Car manufacturers have changed from mechanical fans to electric fans for the same reasons.

Davies craig make a water pump and controller. Check out there website www.daviescraig.com.au
I got quoted $180 for the pump and $120 for the controller from bursons.

the pump is a cheap buy.
i dont know about sodium filled valves :P how much r they? lol
but the rest of it would only break ur budget as much a redback exhaust + extractors and sprintex s/c, no?
i actually thought of shortening the stroke slightly and widening the bore slightly to make the stroke shorter and quicker, would that work as well to increase the redline?

Just remember guys that on the TE-TW 3.0L and 3.5L that the timing belt runs the water pump not the external drive belts

Thats true, but you can remove the fins from inside the pump so it is not pushing any water.
