I came across this on ebay and was woundering if anyone knows about it and if it's worth getting or not ?

In all probability, it's a resistor in a box. That's it.
From the sounds of it, it would just "modify" the signal from one of the sensors (airflow or temp or oxygen or something like that) by simple chucking some resistance in there, making the car think that the reading is less or more than what it actually is, and adjusting itself to suit.
I could be wrong, but more than likely it's a complete load of crap, which you could do yourself for under $1 (if it even worked).
