Welcome to the club.
Why did u put a new battery in initially?
Have you had ur altenator tested for output?

Generally this is a sign of the Idle Speed Controller module (ISC) failing.
The ISC is located (I assume it's the same for 3rd gens) on the throttle body.
They're about 150-200 bucks to replace...but you should never have to replace it again.

This happened to TF recently, just after a service. Turned out to be the ISC.

Have you disconnected your battery lately? If so, very common problem. Just keep driving it around and it will finally fix itself.
If you havent disconnected your battery lately then as the others said, most likely the ISC
Alot of cars have a seperate A/C ISC, this is what is most likley the problem, either that or the Engine ECU is not receiving a message that the A/C has been turned on, if it is controlled by the same normal ISC (usually if the ISC is a stepper motor design)
Also for further reference there is a power steer switch that also raises idle speed when turning the wheel, if anyone has any problems relating to steering
