I suggest you visit a cabinet maker. I'm sure if you mark out the holes you want they'll cut them for you for a couple of dollars, plus you know they'll have the correct tools like air saws etc. I get all my sub box MDF cut to precise dimensions at cabinet makers at the same price Bunnings sell it for in huge slabs!

If you definitely dont have any access to tools, then yeah visit a cabinet maker, but mark everything out first.
If you can get access to a jigsaw then do what I did:
Draw out the circle (easy way to make a perfect circle is to punch a nail in middle of the circle that you're going to draw and tie string to that, then to a pencil/marker, making sure the length from the nail to the tip of the pencil is the right size of the circle, then just pull the string taut and draw),
Then draw straight lines from one side to the other of the circle, all intersecting at the middle, so diametre lines.
Then drill holes with a bit that is the size (or a little larger) than the jigsaw blade you'll use at each point where the lines meet the circle (draw 4 lines) you should end up with 8 holes and then drill one in the middle, to make 9.
Then you can simply cut along the lines and then cut around the edge of the circle bit by bit. Makes it a lot easier to cut (I found anyway) and I got a much better circle from doing little bits at a time.
