im in a bit of a prdicament, currently my TR has a smoking problem and it is the valve stem seals, now i am thinking of getting the current head rebuilt, port and polished and decked 30 thou or replacing it with a new head all together, the current head has done 220,000KMs

May as well get the head reco'd would save you money later on.

or, you could fit a head from a TS which has smaller combustion chambers. The TS heads on a EFI TR bottom end should improve performance and fuel economy.

With an engine of that age you will end up with bottom end hassles if you rebuild the head.
The problems is valve stem seals, the head does not need to come off to do these
