disconnect it. might be a short somewhere in the electrics.

are u talking interior fan or the one on the radiator?

yup till you find hte problem.
im gonna take a stab and say its one of your relays in the fusebox inside the engine bay. im pretty sure there are 2 for the fans, they are the big round metal things in the fuse box.

he says "engine fan" so i assume it is the one on the radiator. go to your fuse box in the engine bay and locate the relays for the acc and the thermo settings for the fan take out the acc one first and if they stop it is a short in your acc circuit. put the acc one in (if the fans did not stop) and remove the other relay. if they turn off get then put it back in and remove the battery negative wire. youll then know which circuit is making it stay on. if it stays on after this take both out if it still works then  then an auto elec could help

p.s i assume this is with the engine off? if the engine is running it will not run your battery flat it will only take longer to charge

thanks for the info guys, ill have a look tomorrow if i can before work, ive disconnected the fans for now, the engine doesnt get a chance to heat up at all, which is good in a way because it stops my other problem which is bad idling and stalling when warm, but does it do the engine any damage to drive around cold?
