Check this .

It relates to emission controls rather than Vicroads approved mods, so I suppose it means the EPA and not the cops have to bust you.

But...illegal is illegal.

A brief summary

-Dry element pod type air cleaners are
permitted on EFI vehicles. Oiled, oil-soaked or
fluid-treated elements are not permitted.

-Modified or aftermarket plenum chambers or
throttle bodies are not permitted.

-Non-original electronic chips or computers, whether
fitted as a direct replacement or in a ‘piggy-back’
configuration, are not permitted to be used in an
engine management system unless it can be
demonstrated that their installation and use allows
the vehicle to meet the appropriate ADR. They must
also be sealed or otherwise constructed so as not to
be reprogrammable.

-Extra or larger fuel injectors are not permitted.

-Variable fuel pressure regulators are not permitted
unless fitted by the manufacturer as original
equipment.

For the turbo fans :D

-Variable turbocharger boost valves (‘boost
controllers’) or other means of altering boost levels
are not permitted unless part of an original
manufacturer’s fitment.

-‘Blow off’ (‘pop off’) valves must be plumbed back
into the system. Atmospheric venting is not
permitted.

-External wastegates are not permitted.

-Intercoolers that are larger than standard or
have a different mounting location or are
added where none were originally fitted, are
permitted only if no other changes to the
intake system have been made.
In other
words, you may have a pod filter or
modified/added intercooler, but not both.
Any sensors integral to the original intercooler
or intake system must be retrofitted and be in
the correct location.

Note: aftermarket turbocharging kits that
include intercoolers that have been type
tested (ADR certified) for the model vehicle
are permitted. Documentary proof must be
retained to substantiate this.

Yep EPA regs suck. But find a car that is on the road that actually meets the emissions standards that is older than 5 years... You wont.

Fortunatly there are no emissions testing in Aus, unlike the US.

cops are still the law and its you, johnny-citizen vs the law. Law > You. (even if it is wrong most of the time) Example. My friend's little brother and his mates were out in their jap toys, his mate got done for speeding, the police officer then went to said little brother and gave him a speeding fine too, when said little brother asked the officer for evidence he got a lecture on contesting the word of an officer and if he did it again he'd get him for verbal harrasment of this officer. Little brother went to court and lost purely cause he was young, judge said that the officer with a good record was just doing his job and little hoons like little brother need to keep their heads in or they will become a statistic... Law=ass. I do also believe this is a defectable offence by police as an uncertified modification? I've heard of that before, no cert for mod, hello birdie.
