not exactly sure what you're saying.. you go to change gears, car's sitting at 4000rpm, you take your foot off the throttle and it goes to 4700rpm? Or as you take your foot off the clutch having just engaged a new cog and apply throttle it goes up 700rpm to like 3700rpm then comes back down to settle on, say, 3000rpm?
If it is the latter you might have a slipping clutch. But I don't think I really understood what you were saying :oops:

Are u changing gears up or down, if you are downshifting the revs will definately spool up but if you are shifting up, the scenario might be like this;
@ 3000 RPM in 2nd Gear
Throttle off,
Revs drops down to idle say around 1000 RPM or higher if u shift faster into 4th gear;
Revs go up to synchro with the gear at say 2200RPM
Does that makes sense?
Anyway.. that's how I think it is.. If the clutch is slipping, the case would normally be when the gear is engaged and you push the throttle, the revs will fly up for a while before dropping back...

Does it happen all the time or only when you shift gears fast? Because it could be that your foot is still slightly on the throttle as you're engaging the clutch, it can happen if you're changing heaps quick and dont get the timing perfectly.

How long before it drops off the extra ~700 RPM? Don't forget when you take your foot off the accelerator there is a response time for the ECU to shut off fuel to the injectors. But given your excessive fuel usage I'd suspect maybe an oxygen sensor is faulty causing it to run constantly in 'rich' open-loop mode.
Could also be you are unknowingly mistiming the clutch in/foot off throttle. I do it about 1 in every 10 changes - clutch is disengaged about half a second before throttle is fully backed off and the RPM rises and falls quickly as a result of this unloading of the engine.
The kicker is that it could be a combination of these two... does the car idle excessively high? Serviced last when? Have the ECU scanned for codes (or DIY - the handbook tells you how I think? I had carb TN so only electronics on POS auto).
could it simply be the accelerator cable is slightly sticking ?
i know in my old tr if you moved the cable and didnt put it back into the right spot it would rev hard and stick etc
