When I first start my car when its cold, it idles low and slowly the idle increases as it warms up... shouldnt it be the other way round? 4cyl 2nd gen.

Under the TB there is a part where 2 coolant hoses go into.

They may have been bypassed or be blocked. The air bypass valve inside may also be corroded and jammed.

The ISC does not control anything with the idle when the motor is cold, this is all up to the air bypass's job.

I'm thought that the ISC still operates when the engine's cold, it's just that the fast idle air valve is needed because the ISC cannot pass enough air.

I thought the bypass was apart of the ISC.

Kinda, that casting that holds the ISC motor is the same piece that holds the fast idle air valve. Seen the figures doen the bottom of the image

It was the ISC, replaced it and all is working good now. Thanks everyone.
