Wish i had a owners manual!!
I hired one out from the library and returned it 3 days ago, what are the odds of me needing to know something now, and not 3 days ago!

Undo the two phillips head screws on top of the light you will need to bend over and have a look. When you undo these the fog light will come straight out then you should be able to see if they are adjustable or not. Should take 3 mins to remove. From what i remember i dont think they are adjustable. I had to replace a globe in one of mine and i cant recall if there was an adjuster on there.

From the front on the top center of the light there is a phillips head screw. You need a long screw driver and it is not quiet centered with the recess in the bumper, at least it wasn't on my car. I can't remember which way you turn to adjust the light up or down, the only adjustment possible from what I was able to tell. Iirc the adjustment is pretty sensitive.
