I have a 1996 TE, 3.0L Kashmir in Colour, has done 192000km and the Timing Belt was replaced in the last service (so you dont have to worry). I want to do it up a little bit, my budgett is low now. I have installed a decent CD player and my main plans are for some 17" rims (will look into that when the specials are around), and dropped suspension. And the options of Window Tinting and removing the Badges from the Back and colour coding the sides underneath and the side strips. I really don't care so much about high peformance issues, exhausts?, unichips, etc.
But I need some advice, which are the best tyres for an affordable price for 17" rims (17x7.5 or 17x8) on 3rd gen TE-TW Magnas that can get once I purchase the rims sometime in the future. Overall I don't want to spend any more than $1500 on rims and tyres.

Best advice is to look, listen and learn... then search :D
First thing is that 17 x 7.5 or larger on a TE will likely be considered uninsurable and possibly unroadworthy. You're basically limited to one 225R17/50 and you won't be able to use any 235's.
If you are only willing to spend $1500 on wheels and tyres then start looking second hand because you'll only get cheap, non-confirming rubber with your wheels. You might get lucky when a tyre shop has a sale or 'x' months interest free.
And welcome to AM

bit off topic but RACV insured my 20's listed on the policy... 20x7.5" but thats on a TJ awd
cant help you with rubber but steer clear of wanli and nankangs if you want top performance, i have both wanli and ns2's and they are good but cheap!! im sure someone else can reccomend some good ruber, you problem is for that money you can get good rims and cheap rubber but not both

Good luck with it all - just one step at a time and it will all come together. Do the rims before the suspension you can get good package deals so shop around. The list you have is a good start but be prepared to want more after you begin... it is addictive!
