Its perfectly legal to install them. The legalities is when and where you should use them.
Fog lights use in foggy conditions and driving lights use is the same as that for highbeams.
That is, on highways etc and must be turned off in built up areas or approaching vehicles.
For better lighting, mount it on a light bar about grill height.
