inside the car

key lock
the wheel steering key lock mechanisim might be the problem
its cheap alloy you will need to take off the plastic surrounds to inspect it or ( locksmith )

colummn
at the bottom of the steering shaft is a universal joint that may be worn
(should have a rubber boot over it )

the rack
some powersteering can be adjusted for firmer feel

large socket and lock nut on the unit

the super lows dont help and did you get a 4 wheel alignment after the lowering
the rears adjustment might be out bigger tyres wont make it any better

would be looking at a reconed steering rack if the problem isnt the power steering pump and pressure related
