Second would usualy be the go, the inversed cone shape is designed to spread the beam outwards.

are they actually blue? not just white but really blue coz i bought some that said they were blue, they were just white, grrrr

bulbs are only meant to be white ;)
Other colours are illegal

There are both blue and white bulbs of these kinds, the white ones really looks good as parkinglights and numplate lights.. i had the blue before here is some pics of my old Sigma with the blue ones

EDIT: They dont look exactly the same on the nightpicture, my camera sucks..
