they can be repaired by a plastic welder, but not always cheap.
i'd have a look at what they'd charge to repair, and then compare to a new stock one..
or i think there are 2 for sale here at the moment aswell!
RIP ***** edit: hahahahahaaa i mean puddy tat! what a soft-as censor

there is some plastic repair kits that i use at work that allow you to repair all plastic bumpers. its made by Terosan and is good stuff. i just recently used it to repair a bar on a Holden Tigra which is made from an uncommon plastic and it came up a treat. it wasnt small either with 3-4 cracks up to 20cms long and missing plastic. i'd check with some plastic welders and smash shops to see if anyone is capable of fixing it before you shell out for a new/second hand bar. dont use fibre glass on it as it is not designed to bond with certain plastics.
will buy the old bar off you, pete :)
give us a holla if you choose to buy a new one, and we will take the old one off your hands :)
