It is not broken, but it is pretty much useless. It is illuminated for approximately 6 seconds each time the ignition is switched on and that is about everything it does.
On my, shall we say, my wifes Citroen C2 it is illuminated for 5 seconds, but if you start driving without belt on it will after 5 seconds start flashing together with most annoying audible alert which wont stop until you fasten seat belt or switch the engine off.

Its basically there as a reminder when you first turn the car on and thats about it.
