Does the pedal/cable feel normal..???
Cable might be dry and need replacing..? if its stiff or not returning properly..
I had a issue where i pushed the pedal, real stiff of the mark and then was fine. wouldnt return properly either so would just be reving when my foot wasnt on the pedal. Cable had dried out and was sticking.. not real expensive. and about a half hour job to change..:)
If you need a cable i have a mits one brand new here..:)

i'd check the afm plug. it could be getting moisture into it and causing the cut out.

Yeh the inside panel will be letting water into engine bay and drowning the engine replace cover and all should be well
