Does the deck have the capability to completely fade out L or R? Speakers only operate with current passing through them, so it's probably the decks fault... Apart from that, wiring perhaps?

could be a wiring fault
can you fade it out front to rear?
just to make sure that when you change the balance that is not cutting the front speakers out and playing from the rear

Yeh I think the deck was probably just designed that way, so the steps in volume are not as great and can be more finely adjusted.
