question from turbo illiterate car owner. What does "spooling up" mean? My first impression is that it means the turbo spinning up to working revs, ie where it begins adding kws or hp to the standard power output. Is that close?

spooling up refers to when the turbo is building power. so the turbo will kick in at say 2000 rpm. til that point the turbo is not really doing anything. once it kicks in, it starts to compress the air but it wont instantly get to full boost it has to build up the pressure. this period is refered to the 'spooling up' period. its the period that you would most commonly associate with the noise of a turbo, the increase in revs, the increasing induction noice, thats the turbo spooling up

The term "spooling up" (slang) refers to the acceleration of a mechanical rotary device eg: gas turbine engine, turbocharger, blades of a helicopter etc.

the most audible sound when spooling is the time when the turbo starts to supply positive pressure to the engine, although its already spining at thousand upon thousand of rpms.

the time it takes to make maximum-set positive inlet pressure (full boost) is referred to as 'turbo lag'

Commonly 'spoolling' is the term for the time taken for a turbo to slow down out of positive supply pressure, and return to supplying positive inlet pressure (not full boost, just positive pressure)

I dont think much needs to be added he pretty much answered his own question correctly. Basically at lows rev's or load, the is not enough exhaust flow to spin the turbo, open the throttle and the turbos will start spinning fast (spooling up) and after a slight delay (the time it takes to spool up or spin up to speed and then compress and provide air to the engine) the engine will come on boost. (getting pressure from the turbos).
