not MUCH help to you i know...
but we do GUARD rolling (fenders are American !!) (Ninja Edit) at work
one pair - $150, 2 pair, $250 CASH
from what i have heard, apparently that is reasonable money to get your guards rolled?
technically,its not legal i hear?
how good condition is your paint?
it may chip / crack when its being rolled - that would make you not happy im sure.... something to keep in mind :)

How is folding some metal illegal?
I paid $50 a guard, If they do it right they heat the panel up to soften the paint

some older, poor condition paints and badly applied paints, do not like being heated up and then pushed...
We had a VZ Monaro come into work, for rear guard rolling, the paint was bad on it warned him against it - but said no go ahead anyway. needless to say, the paint cracked and chiped and he stung us for l/h & r/h quarter respray's.... (which we did.............)
i dont think the guard rolling itself is illegal, but the fact it can allow for a much wider tyre/mag to fit, that is illegal?
EDIT - im not 100% sure of the legalities i admitt, maybe its something to check with your local state main roads authority before doing
we dont heat up the metal when we do it - gentle pressure and taking our time to do it.
get a nice roll all the way around the arch.

Heating paint doesnt soften it unless its acrylic,2pak stays hard once its set,it all depends on the quality of the paint and how well the preperation was done on it.
Consider yourself lucky if it doesnt chip or crack.
Even in some cases i have seen rolled guards then when they are hit with a high pressure washer, the paint flakes off in that certain area but if your paint is original condition and hasnt been painted a million times, you should be lucky but all depends on who doesnt it to.
Dont let this scare you, even if it does chip, just get a panel shop to blow in the lips of the guards if its not bad and thats if it even happens :)
