im unsure, only way i'd think of doing it is to make a thin fibreglass shell or something to the shape of the boot and then glue the suede to it, pretty much exactly the same way the roofliner's done...

I have no real experience using suede, but do you mean "suede leather" (the real deal) OR faux-suede fabric?
With the fabric I think you'd have more chance of success, and its possibly easier to maintain as well. There are a few variations of suede-like fabric as far as I know, with some likely being more suitable for this project than others. Something with a degree of stretch may be easier to apply to curves like the wheel-arch areas. The problem may be coping with excess material, as much as trying to make the covering stretch to cover a bulge. Following every little "dimple" like in the gray-felt boot lining inside the guards would be a big ask - would be best to fill or pad-out the low spots or cover with a flat surface.
You could buy samples of what you are considering, small enough to be affordable but large enough to try on what you expect to be challenging areas. I'd begin by just trying to fit it by hand and no adhesive etc, and see how it behaves. If the sample seems promising, try a spray-can of re-positionable craft glue and try it in a couple of the expected problem areas and see what the results are.
