As low as you want to without loosing practicality

No lower than 50mm below standard and do it before the month ends.

Anything over 50mm change will become illegal and anything within (+ or -) 50mm will need certification from August onwards.
If you do it in July, then it would only need to pass certification if the car had to have a blue slip.

At least that's my understanding of the new rule coming into effect.
