Any half decent suspension place can get lowered springs for a magna, its not a GOgoMobil
Look at Kings or Lovells
Or as the above post links to Philcom Rally, Shawn Possingham can send them to your door

What kind of 'places'? Have you tried any sort of suspension store? Kings and Lovells (who both make lowered springs for Magnas) are household names in the suspension industry, and they still continue to make lowered springs for Magnas. The chances that a suspension store couldn't supply and fit at least either of those brands is practically nil. If a store says they can't, they're simply telling porkies and don't want your business.

Just buy King Superlows for the front and lows for the back - that's all you can really order in easily these days, Then compress them.
Lovell's did a superlow rear but most places have trouble getting lovell's in i found.

Remember that with even super lows you have next to no suspension travel, ultra lows you would be riding on your bump stops, not a good way to go
If you want to go lower than lows, get coil overs professionally made and fitted

Make sure your shocks are in adequate condition before you change you springs. Both the springs and dampers relly on each other and changing one might unbalance it. Most exhaust places and workshops should be able to get them installed for you and you would want lovells or kings as mentioned above. Since magnas usually sit lower at the rear then superlows at the front and lows at rear is the best option and looks really good.

As stated, Kings never made anything more than a Superlow front and Low rear for Magnas.
To be honest, I'd completely ignore the names, and go for the actual drop in height. For example, King Lows are closest to Lovell Superlows in terms of droppage (there's only 5-10mm between them). Even if you found a brand that had "Ultralows" for Magnas, I doubt they'd be much lower than the Lovells - as stated by Madmagna, you'd be getting minimal suspension travel by the time you reached that height.
If you want to go lower than the Superlow/Lows offered by Kings and Lovells springs, my suggestion (assuming coilovers are too expensive for you) are to get some custom springs made up. Increase the spring rate at the same time though, otherwise you'll find it's too far on the soft side. That's my plan anyway if I want to go lower - I'm not too keen on compressing my Low springs.
Personally I'd recommend NOT compressing springs, simply because it sounds a bit like chopping springs, and I doubt you'd end up with a pair of matching springs - one would be more different to the other than the factory makes them.
If you want a custom height, go to someone that can make to order. EG K-Mac suspension in Sydney's south (Taren Point?)
Now I just want to know WTF you've been told about law changes - there was a proposed change to the law in NSW to be implemented on Aug 1st, but public action had that withdrawn for review.
So there have been no law changes around suspension that I know of recently.
Good luck modifying your car - just remember that one law that has been around for ages is to keep at least 10cm clearance under the car at all points.
Cheers, Graham.

Compressing springs Isn't too bad, As long as your springs and shocks are fairly new you won't have a problem, And if they are professionally done you wont get different sizes in the springs when they are done.
Alot more safer than chopping, But there has been rumours "springs may weaken after time during heating process and become weak" which to this day i haven't heard or seen of anyone springs breaking due to this.
I've also heard K-mac do a fantastic job of custom springs. So i would recommend them also.
It all depends on the surfaces you drive, how low you want the car and the responsibility you want to take for your cars ride height.

Nothing wrong with getting springs compressed if done by a reputable place, only issue you will have is the suspension travel as stated above
