Toothpaste can be used but windscreen glass hardness varies so its best to try it in a corner first. Some laminated glass is extremely soft, thats why it scratches so easily.
The professional way is to buff it out with jewellers rouge(also called glaziers rouge). Some of this comes premixed, or it may be a dry powder. Generally you mix it 2:1 with water into a slurry, soak a buffing pad with the slurry and buff the marks/scratches. Be careful not to let the pad go dry. You can buy this at some glass shops and shops into jewellery making supplies.

Water & vinegar solution works as well.

Acid rain etches into the glass. Water and vinegar will clean glass but it can't cut out the craters caused by acid rain. Same goes for scratches caused by dirty or wiper blades that have gone hard. They can only be polished out by a fine abrasive.

i use Rain-X, which is meant for aiding wipers (barely use them, even during rain when its applied) the water just beads off instantly... would this also help?

For polishing, get some Ceruim oxide paste from a glass shop and buff it on teh glass like paint compound.
For overspray, just rub it off with steel wool.

I wouldn't be using steel wool on my windows, apart from all the metallic fibres waiting to fall into crevices and rust, it's abrasive. Start soft and escalate if necessary. Use a clay bar with diluted metho on your windows, it's gentle and should work.
