getting a fairly good deck is important if you plan upgrading any other components
make sure you get a deck with sub output if you plan upgrading later on
decent deck pioneer, sony, jvc for around 3-400
front pioneer splits, bullets, will give good base and amazing clarity
decent rear pioneer 6x9's for more bass, if you after even more bass get some kenwood 7x10's...
cheap amp (power for money get audioline) for about 200 to run the speakers
you should be able to get a 4x200 audioline cheapish
especially if you buy it all at once, u should be able to get a decent discount.
that should about clear up your 1k
in the end you should have a pretty decent sounding system...
later on if you need to, you can just upgrade with sub and amp

Well you have to be a bit more specific as to what you want. Say HU, Splits, Sub, Amp?
JVC mp3 HU best bang for your buck units you can get a good one for between $2-250
Splits for the front, front stage is most important part of the setup so dont skimp on it. I've got a pair of hertz esk-165s i got for $220 hertz range is worth looking at.
Sub, get a 12" if you want you could go the response range from jaycar, they are meant to be decent for the price tho i've never had one. I've got a Cadence 12" that i got for $160 ($200RRP) which has served be well.
Amp, amps are good things to buy 2nd hand because they can last many many years and arn't really effected adversly by been 2nd hand. I've got a Coustic 320QE i bought for $205 2nd hand. If you dont want to go 2nd hand again look into Jaycars range of reponse amps.
I built my own sub box ($30 in parts) and did the whole install my self. which saved a packet of money. A custom box costs about $150 and a decent install is $200 so thats $350 saved...
I also got a pair of sony splits (6" woofer, 1" tweater) for the rears off a mate for $50. Rears are really only useful for rear fill so not as important as the fronts.
My whole system came in just under $900 which was a decent price i thought.
