i wonder if u can chop springs in a 3rd gen if so how many coils to cut out to slamm it on 17"

It's do able, but you might as well just compress them
I think you can cut off only 1 coil however, may be wrong here

may aswell just compress the springs with spring compressors and put the wheels back on.. probably just as safe.
either save the money required or dont do it!!! if you cant afford it, work harder!!!

It'll stress other parts, is unsafe and illegal= stupid.

Messing around with springs like that could endanger the lives of those in the car and other road users!!!!
