I'd be glad of some suggestions on servicing the brakes in my old TJ.

There seems to be a lot of pedal resistance when applying the brakes (ie feels hard under foot), but the car takes a while longer to stop than you would expect for the amount of foot pressure applied.
There doesn't appear to be air in the system as pumping the brake pedal doesn't change the resistance of the pedal and there is no sound from the brakes (ie no squeal to suggest glazed pads).
The pads are about half worn and the rotors have about a 0.5-1.0mm ridge around the outer edge. These were new rotors about 12 months ago, but are now just as worn as the old ones I took off.

What other brake servicing should I be doing when I change the pads ?

Check for sticky/seized pistons in the brake calipers, as well as correct functioning of the booster.

Or it may be as simple as glazed discs - give them a couple of good hard beltings from speed and see how they feel. Especially if the car is used irregularly and lightly.

Change the fluid if it's more than a few years old.

i agree also check that the caliper slides are greased your brake fluid should not be more than 12 months old
if it is have it changed and flushed out the old stuff

Yep - second checking the slide pins. Usually overlooked...
