where are the wires that tell the converter to 'lock up'

There are no wires, the lockup is a mechanical function of the converter. If yours has stopped locking up, you may wish to check your ATF or have a look at a reconditioned converter.

As far as I know, the lock-up clutch inside the torque converter is controlled electronically by a solenoid valve. I believe it could be pin 7 (Damper Clutch Solenoid Valve) in 10 pin connector A87, yellow wire (TL/TW). I think it's mounted in the casing on top towards the valve body cover. Best you look at the Workshop manual Chassis electrical, circuit diagrams and configuration diagrams & judge for yourself as there may be variations of this dependant of your model.

The last time I played with the lock-up clutch was on a second gen TR and I isolated the wire to remove this function. It had what i thought was an engine misfire but was suggested by a mitsu tech that the lock-up clutch was shuddering and this was a suggested work around if I didn't mind the extra fuel/RPM. I'm not sure though if it's disconnected on the third gens what fault codes it may generate or whether it may cause a fail safe mode??
