Not sure about the ralliarts but I know on most 3rd gens there is a backing under the steering wheel for the cruise control... you might want to take the steering wheel off and check that the backing is connected.....

You could try using the diagnostic codes to get a clue
Using an Auto-cruise Control Indicator Light.
1. Turn the ignition switch ON with the SET switch on. Then
turn the RESUME switch on within 1 second.
2. Read a diagnosis code by observing the flash display
pattern of the auto-cruise control indicator lamp in the combination meter.
There should be a 1 sec long pulse (tens) 2 sec pause followed by 0.5sec flashes to indicate the digits. If there is no code it should just flash continuously at 0.5sec intervals.
codes
11 Electric vacuum pump drive system
12 Vehicle speed sensor system
14 Electric vacuum pump power supply system
15 Cruise control switch
16 Cruise control-ECU
17 Throttle position sensor system
It's in the service manual sect 17 ENGINE AND EMISSION CONTROL – Cruise Control System
I had the same symptoms in my TW and it turned out to be a dead vacuum pump. If you can turn the cruise on and off you could probably assume that the stalk is at least connected but I guess there's always a chance it's a faulty switch. Other than that make sure the brake pedal switch is not faulty as it's one of the inhibitors as you know as soon as the brakes are applied it cancels cruise.

Feel free to book in mate, there are a couple things that could cause your issue, all of which are generally easy to sort

Thanks for the help i've managed to find the problem...... apparently there was a leak in the small "L" shaped hose on the vacuum pump.... i swear, the tiniest of holes  , lucky to have found it.
