ISC needs some time to relearn how to idle properly. TS can be quite slow in doing this, the ECU has the brain power of a flea.

After you start it up, turn the various accessories on, one at a time and leave about a minute between each item. Turn your headlights on, turn A/C and fan on full, turn the steering wheel back and forward, and you should see the revs move up and down as you turn the wheel. As MadMax said, the ECU has to re-learn everything again to adjust and remember the idle.

If none of these things work then your ISC is probably stuffed. Mine died at 200,000 km.
