Remove both insuide rear trims
Lift spare wheel cover and remove side MDF panels
Remove grommets from floor, each side has 2 14mm bolts
Along the side of the inner quater are 2 more 10mm bolts each side, a couple of them are a real bastard to get to as well
Remove scrivets under rear of car
Remove inner guard lining near rear wheel, another self tappin 10mm head bolt each side

Think this is about it, I do them often but is more automatic for me and I really dont think about it, just do it

Like Madmagna said, lots of hidden screws/bolts, some of them are hard to get to.
Wagons are a real bugger, the sedan is easier. Just remember where all the bits go for when you but it back together. lol

I think the TJ sedan has a couple of bolts above the muffler (under the car). Is the wagon the same and were these included in Magmagna's extensive list ? :)

I think yo got it the wrong way around, wagon is easier than sedan as you dont have to drop exhaust as all bolts are internal except the 2 at teh wheel arch end

I've had my TJ sedan rear bumper off for painting, put it back on, no need to drop exhaust at all. lol

So either you messed around with the scrivets under the bar and managed to get the skin off without taking off the reo OR it was not properly installed in the first place as the main reo bolts are under the car on the sedans
