Appreciate some technical thoughts !

Recently bought a KJ Jan 2003 Verada, 110,000 Klms, I had timing belt changed, fuel filter, plugs and injectors pulled and cleaned.
Since this work was done I have had trouble starting after car has been sitting for approx 1 hour or more, reminds me of the old Holdens pumping fuel up after draining back into the tank.
Anyway back to shop, full diagnostics, electrics good but fuel pressure drops off. Mechanic is thinking press reg or fuel pump, Im questioning thoughts as the injectors were pulled and cleaned, car started first crank previous to work.
Like some thought from the experts, Im thinking it might be worth while getting another set of known good injectors that hold pressure and try them.

Appreciate comments / thoughts

There are 2 very simple tests that can be done to test if is pump, reg or injectors

First block the return immediately after car is shut down, watch guage, if no drop off, then get pressure back and block pressure line, if still no drop then is a leaking injector/s

The first test will eliminate the pressure reg, the second will eliminate the pump and pressure reg together
