Just wondering, can you take off the front grill on a TR and put a TS front grill on without and hassles (leagal or otherwise in WA)??

Sure can, they're exactly the same size, it's a simple matter of pushing back the black clips and sliding out the grille and clicking the new one into place.

There's no legalities to it. :)
