I am wondering whether it is possible to get a cluster reprogrammed (ie kms changed, following a cluster swap - so that it has the accurate kms) by Mitsubishi, and associated cost? Wider reading tells me this is something the Commodore (sorry to mention that horrible word, lol) boys do via their dealerships but not sure if Mits are so willing. Thanks.

Jackal did this via a place that basically said, how many km's do you want. Something like $250 =S

Pretty much what wiggles said.
I rang my local Mitsubishi dealer who said that it could be done, but they don’t do it themselves. The guy gave me the details of a gauge place here on the Gold Coast they use for that kind of thing.
Basically I took the cluster down, they asked me how many km’s I wanted placed on the odo (very dodgy) and then they sent it down to a place in Sydney to be reprogrammed. It came back within two days and worked beautifully with my correct odo reading showing, accurate to within 50km. All up it came to $250.
It was a bit of a cloak and dagger style operation they were running and I imagine they would get people halving their odo readings and things like that, but in the end I ended up with my correct odo reading on a new cluster, so it was well worth the money. It also avoids questions and raised eyebrows when you go to sell the car and the logbooks don’t match up.
Just try ringing your local dealer, they might be able to put you in touch with the right people.

Thanks for the info, Jackal. Interesting that Mitsubishi do not do this on site and refer it to a third party. The cost seems a bit steep, but I'll do some further investigation locally and see what the going rate is.

i'm pretty sure it's because it's illegal to wind the kms back or forward..? i could be wrong though :/

I think the rules are that its illegal to modify the odometer for the purpose of deceit (making a car appear to have less kilometres), but I would think aligning a new cluster with an old one would be fine, so long as it is for and ONLY for that purpose.
In some states (SA?) you need written approval, and I know here in Tas when a car changes hands it has the current kilometres logged by Service Tasmania (like VicRoads), so they can see if its had a sudden timewarp.

I think you should be able to access it directly via the OBD II port and reprogram it using a Auto Tiger IV by selecting Mitsubishi Magna should give you the old KM then just type in the the new K's and press OK job done any dealer should be able to do this.

electronic tools for this purpose are sold on ebay , some JDM import dealers know how to use them. its as simple as clipping the device over the EEPROM chip in the speedo cluster , then inserting your own reading.

Can the EEPROM be removed?

Can the EEPROM be removed?
Yes but it needs to be de-soldered from the board.
