My TF fan seems not to be working unless it's on the highest setting. With the air con on it lets cold air in while the car is driving but when stopped at lights nothing unless it's on the highest setting and it blows fine but anything lower and nothing.

Any ideas what it could be?

Most likely it'll be your fan speed resistor.
