Im not too sure about the speed alerts but they could have a dimming feature that dims the display when the lights are on to avoid distractions. So it might be time for a new globe aswell.

Speed-setting bit - this is the display above the centre-vents? I will assume so.
This display is intended to dim when the lights are switched on, to avoid it being too much glare at night. Does yours go completely out, or does it just dim a bit (hard to read in daylight, but def lit at night)?
If you have the backlit kind of instrument cluster, then the backlighting should also dim with lights switched-on - does this happen, backlight dims but not goes out entirely?
If that centre-display ONLY goes completely blank, then something must be screwy.
Do you have, or know about, the PDF file Mitsi Workshop Manuals to suit your car? Go to www.lisho.net and follow a couple of links - you can download the genuine MItsubishi Workshop Manuals for TH and TJ Magna and corresponsing Verada's. The PDF files can be installed on your pooter, they have chapters covering all aspects of the car, and there are kind-of Hyperlinks in the PDF that let you jump from chapter to chapter etc - its fairly easy to navigate. I strongly advise you to download and keep this manual - its very helpful.
You'd need to check out the Electrical chapter, sometimes there are trouble-shooting flowcharts, but you may have to investigate that Wiring diagrams.
Look for what else is involved with that display and the "dash dim with lights switched on" feature.
Check any fuse which looks remotely involved in these circuits. Fuses in drivers footwell as well as fuses in the engine bay.
If not something simple like that, you may have to chase a wiring fault - maybe much harder to track down, but important that you do. For a start, does this car have OEM audio, or has an aftermarket unit been fitted - that would be a possiblility of damage to centre-display loom, for starters. Search in here for directions on audio install, removeing the centre-vents, if it comes to that, has a trick to it. Tho, if you have checked the bulbs, then you obviously have had the unit out.
