The Depression Chamber on the side of the TR Carby, what does it actually do?!

Why does it have a spring on it?
How does it affect the air or fuel flow through the carby?
When is it activated with vacuum and why?

:D

ps My magna has a problem when going up hills where you push the accelerator down and it responds properly then as you get flat to the floor the revs just die and you lose power.. any ideas? Have checked fuel pump and fuel filter.

im thinking the depression chamber maybe accelerator pump.maybe float level.not enoth fuel in the bowl only a guess
