so im looking at a 3rd gen on ebay available in the same town as me going cheap and it says it has a rusted rear intrusion bar

You are reading into it way to much. Doddski's was a very hesitant reply. My guess would be the metal bar that the rear bumper is attached to. There are not other such bars AFAIK.

intrusion bars are normally the bars inside the doors to stop side impacts.

In that case, it is either of the rear doors. Will need the door card removed to inspect.
