what would cause a car that has had wheel allignments drive straight on a good road but when the road is bumpy wants to go everwhere and has had everything replaced on it
has it got big wheels and low profile tyres?

What wheels, tyres and tyre pressure?
What actually has been replaced?

it has 18inch rims. the tyre size is 245/40r18. magna 99 wagon th executive series 11, 208,000kms, the rims are roh, the tyres are falken and the tyre pressure is 40lb. we replaced the back shocks, lower back springs, front struts and lowered springs, steering rack, lower control arms, tierod ends, power steering pump and it was doing the same thing before we changed anything, the car had 15inch rims on it

Hi and welcome to the club, the problem is that your wheels are so wide. I run 245 on my 19" x 8.5" wheels and have the same problem its just something that comes with widening the overall track of the car. Toe in will not help this and will only wear the outer edge of your tyres prematurely.

My money is on ball joints. Had the "bumps make it wander" at 220,000 km on a TS with standard wheels.

Don't know why your car wants to pull so much hookupoz, but with the 245/40R18 on mine with 1 degree of toe in all round it's absolutely perfect.
I'd suggest having a good look over the entire front end of the car, and then run 38psi in the tyres and get it aligned with a bit of toe in.

the ball joints have been replaced also

Have you got a bent or frame or sub frame? Or has the car been in accident?
