All the TR/TS' I've seen have speedos that jump pretty badly at anything below 55kph. Is there a way to stop the needle from bouncing?

Disconnect it at the gearbox end (or remove speedo and take the whole cable out), try to take the centre out. If it comes out, smear it with grease along the bottom half sparingly, and check/remove any kinks in it. If it doesn't come out (having never tried this) just run some engine oil into it while holding the end up.
If this doesn't fix it, try a new cable or check the speedo itself for binding.
Haven't seen a jiggly needle in a TS myself, perhaps some minor wobbling as it comes off the peg at zero.

This happened on my old motorbike, the cable eventually snapped and i replaced it and it was fine. Could be an old cable - best bet is as MadMax said lube it up and if it doesn't fix it find a replacement. hate for it to cost you a speeding ticket

If you are going to lube the speedo cable with grease, don't overdo the grease. If you do, you will probably have grease being pumped up the cable and into the back of your speedo. Use just a thin smear of grease.
