Make sure the plugs are connecting up to the cluster.

just sounds like the plugs really
If you have a series 1 (mechanical odometer) cluster, there is a chance you have pinched and damaged the plastic printed circuit (and broke a circuit) that connects the rear of the cluster circuits to the dash loom (the 2 tabs on the back, not the wiring plug).
This happened with my exec cluster. It can be repaired by soldering some hook-up wire to the circuit to reconnect it, or replacing the plastic printed circuit.

for a start the TJ II and Ralliart cluster has LED not globes so if you have pulled it apart to replace anything you may have stuffed the cluster, Try a 2nd hand Series 2 TJ cluster and see if it works

I've had a couple of problems with my cluster after removing it. Engine temp skyrockets to extreme temps with the ignition on, cluster warning lamps not activating, etc. Easy fix, try pushing it in harder, or remove it, and push it back in. As others have said, check the condition of the connectors on the back, as they will degrade over time and with frequent installs/reinstalls.
