Never have I have any issues removing one but this time it's turning out to be a real bitch.
It's a 1999 CE lancer with a 4g94 motor I think.
Got my makita btw450 which has loosening capacity up to 450nm and the bolt did not budge.
Went to work and borrowed a 1inch square drive air impact which does about 700nm and the bolt did not budge!!
WTF??
Guessing heat will help but probably do damage to the timing belt??
Suggestions?? It's not a reverse thread bolt?

not the safest trick but it works
get a long breaker bar with the correct size socket in preferably single hex, fit it in such a way that it swings a short distance (100mm) downwards (clockwise) to the ground without anything but the ground in its path. now without having any spectators give the key a few bursts and hey presto

If it is manual put it in second, brake on, undo bolt. Haven't tried this myself but it's supposed to work.

Of course, once you have finished doing the timing belt you need some way of doing that bolt up again. lol

locking up the flywheel usually works for me
I accidentally did a similar thing on my wife's TF sedan. I couldn't undo the crank bolt - the windup in the engine mounts was stopping me from getting a proper purchase on the breaker bar. I got my wife to hit the starter to move the engine position, but I hadn't disconnected anything and the engine fired, and was idling perfectly. I then checked to find the crankshaft nut sitting at the end of the shaft, with the breaker bar still on. Very lucky that I wasn't in the way at the time...

Then that's how you take it off too.

Got the bolt off finally! Took a 3/4 inch air impact rated at 1100nm to get it off.

i should add that i usually rattle them back on but lock up the flywheel on the ones that need to be really tight

The user manual suggests to tighten the pulley bolt to just under 200nm. Is this right?

Correct. Don't rattle it up with the same gun you took it off with. lol
