Can you remove the black piece surronding the rear window? And if you can how do you do it?

So in other words its only removeable if the glass is removed?

Yep. When you get new glass the surrounding rubber comes with it.

Its rather common on 3rd Gens for the rubber to look rather tatty rather quickly. New glass is the only solution.

They discolour and pit on most third gens. Pitting, you're stuck with, but if the colour fade bothers you, get a small tin of tyre black, and use a small brush to paint it on. Improves the appearance no end.
