There are a couple of ways, depending on what tools you have available:
- remove and inspect the sensor (if covered in carbon, probably dead)
- it is possible to log the sensor output if you have access to an OpenPort cable and PC running EvoScan (OBD2 loggers won't work unfortunately)
- measure the voltage output of the sensor (perhaps easiest to do with a thin probe into the ECU connector on the correct pin)
For both the latter methods, the engine needs to be warmed up; the voltage should oscillate between about 0.9V and 0.1V when the engine is running at constant RPM under light load (e.g. at idle). When the sensor is dead, the output will usually be constant and below 0.2V under the same operating conditions.
The design life of these sensors is 160000km AFAIK; if you've got 200000km+ on yours it would not be surprising if it has died.

I was able to get a Mitsu genuine one for less than $140 a couple of years ago. I had mine changed as part of a service so can't tell you exactly how much labour was involved, but I don't think it should take too long to change.
